When you scale up an image, it inevitably becomes soft and blurry. Moreover, previously unnoticed imperfections of the image, such as noise and compression artifacts, will show up more clearly in the enlarged images. Here is example of resizing an image 400% in Photoshop, using cubic re-sampling.
